Bipartisan-Backed Bill Would Give Emigrant Savings Bank A $300 Million Boost
On Thursday, the House Financial Services Committee will vote on a one-sentence, bipartisan-backed bill that will save a major political player $300 million.
The legislation, introduced by Rep. Michael Grimm (R-N.Y.), will effectively allow Emigrant Savings Bank of New York to evade a portion of the Dodd-Frank Wall Street Reform and Consumer Protection Act that affects banks with over $15 billion in assets. If passed, the measure would prevent the bank from losing approximately $300 million. American Banker reports:
Emigrant currently has $10.5 billion of assets, but on Dec. 31, 2009 it had more than $15 billion. As a result, it's subject to the Collins Amendment, a section of Dodd-Frank which prevents banks above the $15 billion asset threshold from counting trust preferred securities as part of their Tier 1 capital. The House bill would push back the capital provision's enactment date to March 31, 2010, by which point Emigrant had fallen below the $15 billion mark.
Emigrant is owned by Howard Milstein, a prominent New York real estate investor whose family recently gave $2,500 in campaign contributions to the bill's sponsor, Grimm. According to American Banker, three of the measure's eight co-sponsors also received campaign boosts from the Milsteins during this year's election cycle.
Milstein was also a bundler for President Obama's 2008 presidential campaign, and is a supporter of Gov. Andrew Cuomo (D-N.Y.).
The bill is being touted as a way to help small banks. However, Emigrant is the only bank affected by this particular legislation.
Rep. Barney Frank (D-Mass.), the co-author of Dodd-Frank and ranking member of the Financial Services Committee, said during a May 18 hearing on the measure that he wasn't necessarily opposed to the bill, but did take issue with House Republicans' efforts to bring the legislation to the House Floor without a prior hearing.
"I was asked if we could do this in a way that would move quickly, and my answer was, ?Yes, I?d like to move quickly, but I think it?s important that it be done in the light of day,'" Frank said. "Frankly, I think if it had not been done this way, someone might have drawn adverse inferences about the legislation, which aren?t justified."
While this bill has yet to catch much attention, Grimm has recently been under scrutiny after a New York Times article raised concern about his potentially fraudulent fundraising practices.
The measure, which has no public opposition thus far, is expected to be approved by the committee on Thursday.

- 2 shallots, minced
- 3 medium sized yellow squash, chopped
- About 1/2 cup green peas
- 1/2 teaspoon chopped cilantro
- About 2 tablespoons of good, young goat cheese
- Celtic sea salt for taste
- Pasta noodles of your choice, I used rotini. About 4 servings
Now do this:
- Put a drizzle of olive oil in the pan and heat on medium/low.
- Get your pasta water started, add a nice pinch of salt to the water.
- Add shallots to the oil and cook for about 3 minutes on medium/low, so you?ve got a nice light sizzle going on.
- Add the squash and cook until translucent.
- Add the peas, cook for about 2 minutes and set aside until the water is boiling and the pasta is cooking.
- While the pasta?s cooking, add the cheese and cilantro to the skillet and mix really well, the heat of the food will melt the cheese.
- When the pasta?s done, drain well and then add it to the skillet. Stir and get everything really well combined,?let sit for a minute or two before serving,
- Serve.

Stocks climb, breaking losing streak
Apple stock soared, helping propel major US stock indexes to gains after a solid week of losses. The Dow Jones rose 135 points to close at 12504.

Apple ? the world's most valuable company, the innovator that revolutionized the cell phone ? climbed nearly 6 percent on Monday, helping propel major U.S. stock indexes to gains after a solid week of losses. The Standard & Poor's 500, where Apple accounts for 4 percent of the index, enjoyed its best day in nearly five weeks. The Nasdaq composite index, where Apple accounts for an even heftier 12 percent, notched its biggest gain of the year.
And it was no thanks to Facebook. The social networking giant, on its second day as a public company, plunged 11 percent even as the rest of the market rallied.
It was tough to pin down any surefire reason for Facebook's stock decline. It did go public during the market's worst week of the year so far, and finished Friday just 23 cents above its opening price of $38. But that didn't explain Monday's plunge.
Investors also may have been spooked by technical glitches that marred trading right after it opened. But again, those issues appeared to be cleared up by Monday.
Apple is also no stranger to fickle investors. Its stock soared 57 percent from the end of last year through April 9, climbing to more than $636 from $405 as iPhone sales seemed unstoppable. Then it fell for most of April and May, declining to about $530 on Friday, partly because investors are worried that phone companies will grow tired of subsidizing the expensive phones to sell to customers.
But Monday's gain of $30.90 to $561.28 ? its second-biggest climb of the year so far ? came after several analysts said they expect the iPhone business to continue to do well.
The benchmark Dow Jones industrial average rose 135.10 points, or 1.1 percent, to 12,504.48. The S&P 500 rose 20.77 points to 1,315.99, and the Nasdaq jumped 68.42 to 2,847.21.
That was welcome relief after a month that has been crippled by Greece, which failed to elect a new government two weeks ago and is teetering close to leaving the euro.
Investors desperate for good news latched on to weekend statements from China's Premier Wen Jiabao, who promised to boost the country's growth, a shift from previous rhetoric that focused mainly on curbing inflation.
That drumbeat of bad news about Europe continued, but Apple helped investors shrug it off. The weekend's Group of Eight meeting of world leaders brought only an ambiguous conclusion, producing promises to pursue growth in Europe but little in the way of concrete plans for how to do so.
"I wish I could say the coast is clear," said Katherine Nixon, chief investment officer for Northern Trust's personal financial services unit in Chicago. But, "the G-8 didn't really solve anything."
Caterpillar, which is heavily reliant on demand from China, climbed nearly 4 percent to $91.98, just its fourth gain in May. Several big-name financial firms, including Bank of America and Morgan Stanley, declined; bank stocks tend to fall when investors are concerned about Europe because of the banks' investments there. JPMorgan Chase, still smarting from an embarrassing trading loss, fell 3 percent to $32.51 after announcing it will halt plans to buy back its own stock.
Major stock indexes in France and Germany rose, but Greece and Spain fell.
Monday was the Dow's first gain after six straight days of losses, and only its third up day for May. Last week was the worst for the Dow since November. The month has wiped out nearly three-fourths of the Dow's first-quarter gains.
It wasn't clear if Monday's gains in the U.S. represented a corner turned or a temporary moment of relief. Tension over Europe still flowed freely.
Germany's deputy finance minister derided a plan pushed by the new French president that would require Germany and other stronger European countries to fund "Eurobonds" to prop up weaker countries like Greece and Portugal. Bankia, a bank nationalized by the Spanish government, was ordered to come up with more money for possible bad loans.
If anything, investors are growing more worried that the European debt problems "might not be as manageable as they previously believed," said Clark Yingst, chief market analyst for investment banking firm Joseph Gunnar in New York. "Today's rally has nothing to do with what is evolving around Greece."
Leaders of the 27 European Union countries will hold an informal meeting in Brussels on Wednesday, though it's unlikely they'll produce any solid game plan before Greece holds elections in June.

Enter Galactic [A Space Opera]
Some of you might remember Enter Galactic from waaaaaay back. It was an ambitious project; a large scale Space Opera spanning the entire Milky Way Galaxy. Despite having a a team of dedicated folks, conflicting schedules and plain bad luck caused us all to fizzle out. With a bunch of new talent on this site, and the glory of summer on my side, I'm looking to kick this whole thing off again, revised, bigger, and better.
But first...I guess you gotta know what it's all about right?
Enter Galactic is a space opera in the same vein as Star Wars or Mass Effect. However, while Star Wars took place in a Galaxy far, far away, and Mass Effect didn't head home until the final chapter, EG keeps its ties with Earth and her people. That doesn't mean you can't play and alien, and it certainly doesn't mean that we won't be headed into the vast reaches of space. Oh no.
Enter Galactic is set in an alternate timeline from our own, where man has developed the ability to travel far and wide through the galaxy. Space Travel is something that humanity has been familiar with ever since Albert Einstein discovered the first GEAR, code named Rennaisance many years ago. We've since unified and became one unit, known as the Global Conglomerate. War among man is a thing of the past, resources found throughout colonies in the Solar System provide near endless sources of energy. Earth and her people a relishing in a veritable utopia.
The Global Conglomerate
Established after the third World War, 1987 (a war over interplanetary colonies), the Global Conglomerate personifies the unity of humanity after the blood bath of WWIII. It's like the UN, but with everything under it, and an actual army, and it's the governing force of humanity.
The GC organizes itself in a way similar to the old nations. Each former nation represents a particular 'branch' of the GC. This still has the feel of the old world way, but encourages a healthy rivalry between nations (at least, that's what is said). So America has its branch...and China...and Japan...and so forth.
Though each branch is led by its general, the true heads of the Global Conglomerate is the Parliament, seven officials selected by the people. The Parliament, and their headquarters lies on the man-made island Olympus, located smack in the center of the Atlantic.
Aside from the primary goal of Human Advancement, the GC has recently focused its efforts on neutralizing Spacer aggression [Space Pirates] and controlling Genetics.
The Army
While the men and women of the Global Conglomerate's army are all highly skilled soldiers on foot, their true power comes from the GEAR mechs they pilot. Discovered by Albert Einstein years ago, after first contact with alien life sixty years ago mankind began to develop their own GEARs. They are an incredible force, and gargantuan in size. They are the single most valuable component in humanity's army, and the secret to their success in galactic conquest.
The second tool in the GC army-man's arsenal is the Mana-Drive. Developed as a retaliation against powerful alien magic and techniques, these implants enhance physical abilities and grant superhuman powers to the individual.
GEARs
GEARs are in essence, an extension of an individual's own power. Every bit of the GEAR from it's appearance, down to its skills and capabilities reflect the pilot's own self. Even the GEAR's A.I. is taken from the pilot; through 'Syncing' with the GEAR a pilot develops a bond with it. One result of the sync is GEAR A.I. reflecting the pilot's personality, it's not an exact copy, it's more like a very impressionable younger sibling-- that has the potential to destroy a small continent.
GEARs are only available to the military-class individuals. Any civilian with one of their own is considered a danger to global safety and immediately detained.
Mana Drives and Genetics
Mana-Drives are genetic implants that all soldiers are given upon graduation from the academy. (after they receive the implant they are sent to a master for further training on how to effectively use it)
There are two types of Mana-Drives:
Physical- Increase physical capabilities, these can range from giving the user break-neck speed, to granting them superhuman strength.
Mental- These tap into the uncharted regions of the human mind, digging up the dormant powers within oneself. With these implants come powers straight from the legends-- control over the elements, telekinesis, basically all of your supernatural things.
A soldier can only receive one Mana-Drive, more than one can cause too much strain on the body and mind of the user, and greatly shorten one's lifespan.
Now, Mana-Drives are exclusive to the military, but there have been numerous instances where some brave soul undergoes an operation by a seedy doctor. Though they receive the benefits most with the implants do, these individuals also experience numerous side-effects from the illegal practice.
Genetics
Then there are the Genetics. Genetics are a population of humans born with the ability to use magic. Their skills, and enhanced physical abilities are a result of their genes. One with the Genetic gene can go their entire life with tapping into their abilities, and some awaken to them as young as ten years old. These powers mirror the type of abilities several alien races have, and trump many of those employed by Mana-Drive wielders. The Global Conglomerate views Genetics as a significant threat to security and make capture of them a top priority. Upon capture, a Genetic is given the choice to enlist in the military, should they refuse, the Genetic is killed on the spot. Captured Genetics who are not fit for military enlistment arebranded and required to stay in military sanctioned ghettos. This extreme scrutiny leads to many Genetics living life on the run. Tensions between Genetics and Non-Genetics are the number one domestic issue the Global Conglomerate has been faced with today.
Many Genetics have retreated to Titan, Saturn's largest moon. Titan is the 'homeworld' of the Genetics. There they live in tranquility, following the teachings of their 'Goddess', governed by a theocracy.
The World
Very much like our own, it's not so futuristic that its unrecognizable. Things look very much like ours. With the exception of commerce cities such as Tokyo and New York, things look almost unchanged. Tech is of course, leaps and bounds above our own; floating platforms and streets, hover cars, and holographic keyboards and screens are of the norm, but a small rural town is still your typical sleepy place.
Everything is peaceful, and all is well, so long as you aren't a Genetic. There is crime of course, but that goes without saying anywhere. Elsewhere in the Galaxy, humanity is slowly becoming a prevailing force, a race other species can't keep their eyes off of. The winds of change are strong within the Galaxy. Everybody's about to get swept up in this shit.
Once Upon a Time...
The story of Enter Galactic begins with the celebration of earth's first contact with alien life, way back in 1960. It is a grand celebration, with festivities being held all around the world. The grandest of them all being held on the man-made island Olympus where the main house of the GC is. In the spirit of the first contact celebration, there is an intense traffic of aliens coming to and from Earth.
You have received a ticket to this grand festival, who you are doesn't matter. You can be from anywhere, of any species, from any planet. You can be a goo monster for all I care, but somehow, you end up on Olympus.
In the middle of the party, there is an attack by an unknown group of terrorists (alien and humans in rank). Their origins are unknown, but you very quickly realize what their goal screw everything up. EVERYTHING. During this attack is when the story kicks off...and well...you uh...enter galactic. Get it?
