The small towns where home price gains are big

With nearby Facebook driving up incomes, home prices in Menlo Park, Calif., are on the rise.

The advantages of small-town living are well known?to Americans ? and not just because of Norman Rockwellesque clich?s about values, neighborliness and pace of life. These days, most prosperous small towns are bedroom communities with good public schools and easy commutes to large employment centers.

Have small-town housing markets bounced all the way back to prehousing crisis levels? Answer: not just yet. But based on data provided by?Zillow, a leading provider of real estate listings and market data, 24/7 Wall St. was able to identify small towns that have?demonstrated strong signs of a healthy recovery in the past year.

Some of the large year-over-year increases are the result of a market correction, believes Louise Keely, senior vice president at Nielsen?s?The Demand Institute, a leading provider of consumer behavior data. ?Prices went down too much, and now the market is moving back to an equilibrium,? Keely told 24/7 Wall St. ?I would expect a leveling out, and housing price growth nationally is going to be in the low single digits.?

Small towns will stay competitive with larger nearby communities, Keely said. ?Small towns tend to have lower home prices than nearby urban areas, and that will make them more attractive for households with weaker household balance sheets than they were?seven to 10 years ago.?

As part of the greater Phoenix metro area, Florence suffered during the recent housing bust but is now staging a significant comeback. However, according to Professor Mark Stapp, who runs the Masters of Real Estate Development program at Arizona State University?s W.P. Carey School of Business, the recovery is a bit misleading.

?We lost so much value in housing that the increase in price is driven off of a very low base,? said?Stapp. ?What you?re seeing is increases in prices off of a historic low ? so it?s a bit deceiving because it?s not a sustainable growth rate. But I don?t think you?re going to see prices fall.?

No doubt small towns will see their fair share of the recovery.?A study?by the National Association of Home Builders indicates that builder confidence is the highest it has been since June 2006.?The home builders association?projects increased demand for new homes, which not only addresses buyer demands, but also the additional housing stock helps slow the rate of home price increases.

24/7 Wall St.: The 10 states with the strongest housing markets

24/7 Wall St. identified the 10 small towns with the fastest rising housing prices based on?Zillow?housing data. We defined small towns as having between 30,000 to 50,000 residents. To be considered, the small town had to have the highest year-over-year growth through August 2012. Because several metropolitan statistical areas included more than one small town with the fastest growing housing market, we only considered the small town in each?statistical area?with the fastest growth.

These are the small towns with booming housing markets.

1. Florence, Ariz.

  • ?One-year home price change: 21.8 percent
  • ?Metropolitan statistical area: Phoenix, Ariz.
  • ?Population:?30,880
  • ?Median home value:?$115,300

Home prices in Florence are recovering amid surging demand from an influx of new residents in the area. The town?s population has risen by nearly 50 percent since 2010.?During the downturn, new home construction declined sharply in the greater Phoenix area, a factor that helped to constrain home prices during the housing crisis. Despite the 21.8 percent increase in the past year, home values are still more than $35,000 under the national median.

2. Northville Township, Mich.

  • ?One-year home price change: 15.7 percent
  • ?Metropolitan statistical area:?Detroit, Mich.
  • ?Population:?35,300
  • ?Median home value:?$268,700

This upper-middle class Detroit suburb is buoyed by a high-performing school district that helped sustain property values amid challenging economic times for Michigan. The school district tips its cap to its constituent demographics. The majority of the community is employed in middle and upper management positions with the auto industry and subsidiaries or professional occupations. Home prices in many Detroit suburbs have grown in value in the past year, including such larger areas as West Bloomfield and Utica. Northville is one of the more expensive communities among them. The median home value in the town exceeds that of homes in the?average Detroit neighborhood by more than $110,000.

3. Saratoga, Calif.

  • ?One-year home price change: 14.4 percent
  • ?Metropolitan statistical area: San Jose, Calif.
  • ?Population:?31,102
  • ?Median home value:?$1,620,200

Local lore has it that IPOs by LinkedIn, Facebook, Zynga?and other tech companies have given a strong push to housing markets in Silicon Valley, which encompasses much of the Peninsula north of San Jose. There appears to be increasing competition among buyers vying for a constrained housing supply in this upscale suburb. The estimated home value in Saratoga ? $1.6 million ? is the second highest in the country for any town or city with at least 30,000 residents, behind only Beverly Hills.

4. Kendall West, Fla.

  • ?One-year home price change: 13.7 percent
  • ?Metropolitan statistical area: Miami-Fort Lauderdale, Fla.
  • ?Population:?39,742
  • ?Median home value:?$101,800

Housing prices in this mostly working-class and unincorporated Miami suburb have shown resiliency in the face of a housing downturn that?affected much of the state in recent years. Home prices here have managed to outpace state averages and double since 2000, despite the downturn. Despite a nearly 14 percent growth in home prices in the past year, estimated home prices barely exceed $100,000, and are roughly $50,000 less than the U.S. median home price for August.

5. Menlo Park, Calif.

  • ?One-year home price change: 13.4 percent
  • ?Metropolitan statistical area: San Francisco, Calif.
  • ?Population:?40,795
  • ?Median home value:?$1,169,600

This affluent suburb on the edge of Palo Alto, Calif., is home to many venture capital companies that are helping to fuel the current IPO and tech boom in Silicon Valley. The biggest local employer is Facebook. Although the social network?s post-IPO performance has failed to meet expectations, some of the wealth it generated appears to have stayed close to home. The average home price in the suburb is more than 7.5 times the U.S. median.

Fabrics manufacturer to create 55 jobs in Rockingham County

ROCKINGHAM COUNTY, N.C. ? Gov. Bev Perdue announced Monday that the Global Textile Alliance Inc. fabrics manufacturer plans to create 55 jobs and invest $7.4 million over the next three years in Reidsville.

Officials said the project was made possible in part by a $150,000 grant from the One North Carolina Fund.

?North Carolina has a long and celebrated history in the textile industry,? said Gov. Perdue, in a prepared statement. ?Manufacturers are expanding here because of our state?s investments in education and job training programs.?

State officials said Global Textile Alliance is headquartered in Reidsville and manufactures bedding and upholstery fabrics which are sold to several major U.S. furniture brands.

The Reidsville plant is home to the company?s corporate headquarters, distribution, design, sales and marketing, finance and quality control divisions. There are currently more than 130 people working at the facility.

Officials said salaries will vary by job, but the average annual payroll for the new jobs will be more than $1.5 million.

Sun unleashes a wide, but benign, coronal mass ejection

ScienceDaily (Sep. 28, 2012) ? The sun erupted with a wide, Earth-directed coronal mass ejection (CME) on Sept. 27, 2012 at 10:25 p.m. EDT. CMEs are a phenomenon that can send billions of tons of solar particles into space that can reach Earth one to three days later, affecting electronic systems in satellites and on the ground. Experimental NASA research models estimate that the CME is traveling at around 700 miles per second and will reach Earth on Sept. 29.

CMEs of these speeds are usually benign. In the past, similar CMEs have caused auroras near the poles but have not caused disruption to electrical systems or significantly interfered with GPS or satellite-based communications systems.

The CME is associated with a fairly small solar flare that was measured as C-class, which is third in strength after X- and M-class flares. The flare peaked at 7 p.m. EDT and came from an active region on the sun labeled AR 1577.

Banned Books Week is an annual event celebrating the freedom to read and the importance of the First Amendment. It highlights the benefits of free and open access to information while drawing attention to the harms of censorship by actual or attempted banning of books across the United States.

Deal reached for huge desalination plant in Calif

(AP) ? The San Diego County Water Authority announced a tentative agreement Thursday to buy the entire output of what will be the Western hemisphere's largest seawater desalination plant, clearing a major hurdle for construction to begin.

The plant in Carlsbad will produce 50 million gallons a day, enough to supply about 7 percent of the San Diego region in 2020.

The agreement is subject to approval by the water authority board. Upon the board's approval, the developer ? Poseidon Resources LLC ? would sell bonds to finance 82 percent of the project, which is estimated to cost about $900 million to build.

The water authority expects the plant in the north San Diego suburb and a 10-mile pipeline to be completed in 2016.

Under the pact, San Diego would pay Poseidon $2,042 to $2,290 for an acre-foot of water, more than twice what it pays to buy water from outside the region. For supporters, the premium is well worth the price to make the region less dependent on imported water from the Los Angeles-based Metropolitan Water District of Southern California, which supplied almost all its water in the early 1990s and still provides nearly half.

"The story of San Diego has always been about the quest for reliable water," said Dennis Cushman, the San Diego agency's assistant general manager. "The history is drought and water supply shortage and being subject to decisions made by a board of directors in downtown Los Angeles ... This is about water reliability."

The water authority, a wholesaler to 24 cities and agencies including the city of San Diego, says the average household water bill will increase about $5 to $7 a month when deliveries begin. It estimates the cost is comparable to other new, local sources of drinking water, like treated toilet water or briny groundwater.

The 30-year purchase agreement calls for the San Diego agency to purchase between 48,000 and 56,000 acre-feet of water a year from the plant, or enough to supply about 100,000 homes.

Poseidon, based in Stamford, Conn., was plagued with cost overruns and delays at its desalination plant in Tampa, Fla., which produces up to 25 million gallons a day.

Ken Weinberg, the San Diego agency's water resources director, said Poseidon underestimated costs on the Tampa plant and had problems with its contractor that he is confident will not be repeated.

"In the front of our minds was to Tampa-proof this project," Weinberg said recently.

Poseidon spokesman Scott Maloni said the company learned from the Tampa project and that the San Diego agency is fully protected if the plant fails to perform as promised.

"This is definitely an important milestone, one that we've been looking forward to for a long time," Maloni said.

Tom Pankrantz, editor of Water Desalination Report, said the Carlsbad plant will easily become the hemisphere's largest seawater desalination plant, surpassing one in Trinidad and Tobago that produces up to 40 million gallons a day.

Desalination has helped quench demand in Australia, Saudi Arabia and other countries lacking fresh water, but it has struggled to catch on in the United States.

The plants can blight coastal landscapes, require massive amounts of electricity and dump millions of gallons of brine back into the ocean that can, if not properly disposed, be harmful to fish.

"The (Carlsbad) project will be somewhat of a bellwether or indicator of how desalination progresses in the U.S.," said Pankrantz. "Some say it will be the last one. Others say the dam will burst and the floodgates are open."

Poseidon proposed the project more than a decade ago and has been negotiating with potential buyers since shortly after the California Coastal Commission approved it 2009, clearing the last major regulatory hurdle. Last year, Stonepeak Infrastructure Partners LLC agreed to pay up to $150 million for an 18 percent stake in the project.

Poseidon has also proposed a desalination plant of the same size in Huntington Beach, near Los Angeles.

San Diego began to consider desalination in the early 1990s, when a drought led it to conclude that it needed a more diverse, reliable water supply. In 2003, it brokered a deal to buy Colorado River water from California's Imperial Valley in the nation's largest farm-to-city water transfer.

The agency is also considering desalination plants at Camp Pendleton Marine Corps Base and Playas de Rosarito, Mexico, just south of the U.S. border.

Job DescriptionPOSITION DESCRIPTIONThe Instructional Consultant, Digital Learning will be the lead in implementing CFY?s whole?school partnerships in two Department of Education middle schools and will collaborate on the?development of the whole school program. The problem with these headlines is that they aren't exactly true. The report, titled Tuna Surprise: Mercury in School Lunches, doesn't actually call for tuna to be banished from the lunch menu. Rather, the authors issue key recommendations for schools, as well as parents, to reduce children's possible over-exposure to mercury from canned tuna. The recommendations are a bit more stringent than current federal guidelines on seafood in children's diets, but they certainly don't ask schools to completely ditch tuna.

For close to a decade, consumers have been warned about certain types of fish that may contain high amounts of mercury--the U.S. Food and Drug Administration even has an official guidance policy on the topic. The FDA recommends that people who are most vulnerable (pregnant women, infants, and children) be cautious about the type and amount of seafood they eat. In general, canned tuna has been considered safe to eat once or twice weekly; canned light tuna has been considered a bit safer than canned albacore tuna, but both are allowed in the diet of a child, according to the federal guidelines.

The alternative guidelines published and promoted by the consumer group coalition offer much more detailed guidance to parents and schools on what the authors call "risk-management advice." The most alarming of the recent study's findings were that some children, called "tuna lovers" by the authors, may be getting dangerously high doses of mercury, because they are simply eating too much canned tuna. For these children, the report recommends that parents request a blood test for mercury levels and try to cut down overall tuna intake.

Here are some of the key guidelines released in this report:

-- Children should never be fed canned albacore tuna. The report found higher levels of mercury in albacore tuna than previously thought, and the authors concluded that there is no reason to include this type of tuna in a child's diet, when they could have canned light tuna, instead.

-- Children who are small (under 55 pounds) should eat canned light tuna no more than once a month. Children over 55 pounds can have canned light tuna twice a month. Federal guidelines allow canned light tuna twice a week for all children.

-- Schools, parents, and caregivers should coordinate when children are fed canned tuna, so they don't receive more than two such meals a month.

-- Schools and parents should consider serving other types of seafood, such as salmon or shrimp, that aren't typically high in mercury.

So why not simply cut canned tuna out of a child's diet altogether? Because there are nutritional benefits to eating this type of seafood: Tuna is a lean protein source, contains omega-3 fatty acids critical for the brain and nervous system, and is fairly inexpensive for schools and families. Seafood is also an excellent source of the mineral selenium, which some evidence suggests helps "bind" mercury in the body, making toxicity less likely.

The bottom line is that we probably do need to be careful with over-exposing young children to mercury, but we don't need to throw the baby out with the bath water. The wisest move? It's likely choosing canned light tuna over albacore, and mixing it up with other low-mercury seafood, like salmon and shrimp.

"Ai Weiwei: Never Sorry" is an insightful, engaging and inspiring documentary about the activist and famed artist. That having been said, I am sure there are some people who might find it strange that I use the word inspiring for an artist who makes his art from smashing antique vases and pointing his middle finger at landmarks, especially Tiananmen Square.(By the way, does anybody know if there are any photos of his middle finger in front of Yankee Stadium?) I think both are symbolic of how nothing is sacred, especially the Chinese government who he is in a running battle with to gain transparency into the inner workings of its bureaucracy. After they shut down his blog, he went on Twitter and distributed his documentaries for free over the internet. His style is definitely confrontational, as somebody says he reminds him of a hooligan, but in a good way.(As Ani DiFranco once sang, being nice is overrated.) Remember, we are all hooligans, right now. Ai Weiwei's activism hit a critical point when he criticized the treatment of the poor during the 2008 Olympics and the response to the Sichuan earthquake which killed several thousand children in faulty construction that has been compared to tofu. As New Yorker magazine correspondent Evan Osnos points out, Ai Weiwei was initially inspired politically by the Iran Contra hearings when he was living in the United States that sought to hold a government responsible but did not work as well as some of us would have liked. So, instead of the fortune his son would inherit, he will have something much more precious to leave him. Now, if I can only figure out if the cat opening the door is supposed to be a metaphor or just darn cute.

Every time I need to access my online mortgage account, I am forced to reset my password because, without fail, I enter the wrong one three times. I couldn't tell you what my Apple ID is because it has an even itchier verification trigger finger, especially when you have more than one device accessing the same account. Get it wrong on one, and all your devices are borked.

Gay Couple Sues Nonprofit For anti-gay flier - Business Insider

Tom Privitere and Brian Edwards' engagement photos in front of the Brooklyn Bridge were supposed to mark a happy moment in their lives.

But that memory was spoiled in early 2012, when the couple found out that a "family values" nonprofit in Colorado had been using their photo to bash same-sex marriage, according to NBC.

Now the gay couple, who married in a civil ceremony in Connecticut in 2010, and the photographer are suing Public Advocate of the United States for using the image, according to NBC.

The couple claimed that Public Advocate was using their photo to spread a "message of hate" by writing the words, "State Senator Jean White?s Idea of ?Family Values?" on it.

They are asking for a court order saying the nonprofit broke the law and are seeking damages, costs, and attorney fees for the copyrighted photo, according to NBC.

"We want to take back the beautiful moment in our lives that was reflected in our engagement photo before it was hijacked,? Edwards told NBC on Monday.

The phone is smart enough, however, to compensate in certain situations.

Remains of Smolensk plane crash victims swapped: prosecutors

WARSAW (Reuters) - A plane crash in Russia in 2010 that claimed the lives of Poland's president and 94 others is once again troubling ties between Moscow and Warsaw after the revelation that some grieving families received the wrong bodies to bury.

The remains of Polish Solidarity activist Anna Walentynowicz were swapped with the body of another victim, prosecutors said on Tuesday.

Investigators exhumed the two bodies last week after inconsistencies in documents provided by Russia, which oversaw the local investigation of the Smolensk disaster, raised doubts whether the correct remains were passed on to families.

The discovery will likely lead to further exhumations and spark further protests by some Poles over the investigation of the crash, which Russian authorities blamed on the crew of the government Tu-154 on April 10, 2010.

"The prosecutor's office is looking into the issue of exchanging the bodies and is investigating the evidence also from this angle," said Colonel Zbigniew Rzepa, a spokesman for the military prosecutor's office.

Disputes over the handling of the investigation have frayed the often testy relations between Moscow and Warsaw, whose investigators also blamed Russian traffic controllers for allowing the plane to attempt a landing in heavy fog.

The family of Anna Walentynowicz, whose sacking at the Gdansk shipyard in August 1980 sparked protests that led to the creation of the Solidarity trade union, said last week that they had proof that the body exhumed from a family grave in Gdansk was not hers.

"The question of finding grandma and making sure that her last will of resting next to her husband is fulfilled is one chapter which we are closing here," said her grandson, Piotr Walentynowicz.

"But we are now opening another chapter of who is responsible," he said.

The remains of the Smolensk victims, including then President Lech Kaczynski and his wife, were examined by Russian investigators in the presence of Polish officials in Moscow before being flown back to Warsaw in metal coffins.

Law and Justice, Poland's main opposition party led by Kaczynski's twin brother Jaroslaw, has criticised Prime Minister Donald Tusk and his government for its handling of the Smolensk investigation.

Some rightist groups have accused the Russian and Polish governments of being at least partially responsible for the disaster.

The prosecutors did not say whose remains were swapped with those of Walentynowicz.

Polish military prosecutors plan to exhume four additional bodies and representatives of families of other victims said they expected many more remains to be examined.

As you know we took party in The 0 to Toddler Show around Ireland this summer and we met some wonderful people along the way. The 0 to Toddler Show? is the brain child of Top Model, presenter & Mum, Alison Canavan. It was Alison's dream to have somewhere for parents to come, take time out and listen to the free advice and information available at her shows. There were several specialists on hand at each city we visited to talk to parents and parents to be about any concerns or questions they had about their children in the formative years. There was also several mumpreneurs (including Babyshower.ie!) show casing their wonderful businesses. Romney says Clinton can 'do a man a lot of good'

(AP) ? Republican White House hopeful Mitt Romney is unlikely to win Bill Clinton's vote, but that doesn't mean he can't soak up a bit of the popular former president's luster.

The two men stood side by side Tuesday as Clinton introduced Romney before the GOP candidate's speech to Clinton's annual global conference in New York. Clinton recalled working with Romney to save AmeriCorps, and praised the former Massachusetts governor's efforts to persuade fellow Republicans to support the national service program.

Romney, taking the podium, returned the compliment.

"If there's one thing we've learned in this election season, by the way, it is that a few words from Bill Clinton can do a man a lot of good," he said, prompting loud laughter and applause from the crowd.

It was a clear nod to Clinton's speech praising President Barack Obama at the Democratic National Convention in Charlotte, N.C., earlier this month, and the slight uptick in the polls that Obama enjoyed soon after.

"All I have to do now is wait a few days for that bounce to happen," Romney quipped.

Such moments of bipartisan levity have been rare in a campaign marked by harsh accusations, heavy-handed rhetoric and relentless attack ads between the presidential campaigns and the outside groups that support them.

Obama's campaign currently is running one such ad against Romney that uses a clip of Clinton's convention speech where the former president says Romney wants to "take us back to the policies that got us into trouble in the first place."

But any resentment was noticeably absent Tuesday as Clinton and Romney appeared chummy, patting each other on the shoulder and chatting onstage after Romney's speech.

"That was good," Clinton told the man hoping to dislodge Clinton's party from the White House.

Before the speech, Romney spoke backstage with Clinton and Clinton's daughter, Chelsea, said Romney spokesman Rick Gorka. He declined to say what they discussed.

Clinton has an outsized influence on the presidential election more than a decade after he left office. Both Obama and Romney have pointed to Clinton's economic leadership as an example for the nation, citing prosperity and a federal budget that was balanced under his leadership.

Clinton is using the full weight of those credentials to boost Obama's bid. In his convention speech, he systematically rebutted Romney's attacks on Obama, accusing the Republican of pushing an economic plan that doesn't add up.

The Obama-Clinton political alliance was back on display a few hours later when the two Democrats shared a handshake and a hug on the same stage where Romney had spoken earlier in the day.

Normal protocol, Clinton said, would require him to simply introduce the president and then be quiet.

"I just want to make one comment. I'm going to finish that speech I started in Charlotte," he said, poking fun at himself over a sermon that at times seemed like it might never end.

Obama, before beginning a wrenching speech about human trafficking, thanked Clinton for the warm introduction.

"Although I have to admit," Obama joked, "I really did like the speech a few weeks ago a little bit better."
